Update on Capital Projects:

  1. Construction of hostels at Shituwa SS – contractor is on the site and the work is recorded progressing well.
  2. Construction of Ohangwena Education Regional Offices – contractor is on the site but the progress is too slow compared to what has been done since they started.


Ohangwena Regional Improvement Strategy - ORIS

In order to bring about systematic and sustained improvement in the quality of education the
Directorate has drawn up the Ohangwena Regional Improvement Strategy (ORIS)

AIMS

Ohangwena Regional Improvement Strategy aims to improve the quality of education within the Region through six major projects:

1. Improving the school leadership and management
2.Strengthening partnership with Rossing Foundation
3. Improving curriculum delivery
4. Improving learners’ reading skills in
primary classes
5. Improving examination results at grade 10
6. Learning from best practices
7. Monitoring and Evaluation
8. Performance Dialogue with schools

 

1. Improving school leadership and management

The directorate continues to invest resources in the capacity building of principals to improve their understanding of their role as leaders and develop their confidence in leading their schools. In that, induction training for new Principals and HODs is provided annually
All principals and Inspectors of Education will participate in the Instructional Leadership Development training for six months in 2014.

2. Strengthening of partnership with Rossing Foundation

This involves the building of the capacity of Education Officers for English, Mathematics and Science and the transfer of such skills to teachers thereof. The directorate undertakes to collaborate with Rossing Foundation in the conducting of vacation classes and seminars
for teachers.

3. Improving curriculum delivery

Continuous monitoring of the implementation of the New Dawn project notes by all teachers at grades 8-10. The programme ensures improved understanding of syllabi, lesson planning and assessment. Conduct Continuous Assessment Activity Planning workshops at circuit levels. All Senior Education Officer / Advisory Teachers to closely work with teachers including co-teaching. Summarization of the RESE and NESE recommendations and forward to all schools for implementation by all principals, Heads of Departments and teachers.
Inspectorate and Advisory Services sections to conduct 8 joint school visits per term (RESE).

4. Improving learners’ reading skills in primary classes

The holistic investigation conducted in 2011 showed that the reading skills of many learners’ were inadequate for high quality learning with understanding in both English and their mother tongues. The Region has initiated a pilot reading project in 4 schools, led by Libraries section.
The programme aims to strengthen teachers’ skills in teaching reading, ensure adequate book provision at lower grades, and engender a reading culture through using a range of exciting teaching materials. The project will run for 3 years.

5. Improving examination results at grade 10.

5.1 Camping of grade 10 learners

The directorate will continue to encourage schools to organize camping for grade 10 learners. The camping schools will be supported by the directorate.

5.2 Schools of Concern

The Region will continue building on its established partnership programme to support under-performing schools. Mentors/Partners are allocated to schools where the promotion rate falls below 30% at Grade 10.

The intervention appears to be working as some schools in the program have seen tremendous improvement in their grade 10 results. It will be reviewed at the beginning of 2015 to assess its impact.

6. Learning from best practice

Circuits are encouraged to practice the teaming up of novice teachers with more experienced teachers from different schools in the circuit / cluster to enhance core planning.

7. Monitoring and Evaluation

The progress of these projects will be monitored by feedback at PQA and Regional Management committee meetings and through regional trimester reviews.

8. Performance dialogue with schools

There will be constant group performance dialogue between the poorly performing schools, Inspector of Education, Deputy Director in order to strengthen the capacity of school management
